Parnu Ooper (founded 1993) has offered high-quality music and intriguing theatrical solutions with diverse productions. In addition to the standard repertoire of opera history, Parnu Opera's performances include mystery-like church compositions, contemporary opera, performance art, multimedia performances, dramatized concerts and experimental music theatre. The core of Parnu Opera is the international Repoo Ensemble, consisting of composers interpreters, writers, visual artists, actors and other creative individuals Parnu Opera has organized hundreds of music projects. The largest of these are:
SUVEAARIA (Summer Aria) (founded 2007) is a music and fine arts synthesizing festival for all those who are looking for inspiring artistic pleasures and intelligent entertainment. The performances have taken place in the open courtyard of the Parnu Old Town with its special atmosphere and in the Parnu Elisabeth Church. The natural acoustics of the performance venues have created mystical stage ensembles, to which the unexpected intervention of natural sounds and colors has added nuances. In parallel with performances and concerts workshops and master classes have taken place, including, for example, a children's creativity program, which has included workshops for children in the field of music and musical theater under the supervision of professionals participating in the festival, concerts of children's own compositions and exhibitions of theatrical installations.
MUSICA SACRA (founded 2010) is a concert series with the aim to perform new compositions, give musicians the opportunity to accomplish artistically vivid concert programs, engage high-level guest musicians and bring concert projects out of Parnu. The concerts take place on Saturdays in Elisabeth Church in Parnu and in St. John's Church in Tartu. The concert series will be joined by an audience training program for students, where the student group and the accompanying teacher or other group leader will have free access to the concert. The concert series works in basis of economic principle of "no one will pay anything to anyone and everyone takes care of their own expenses": concert series organizer cover costs of concert place, general promotion, administrative costs and the performers themselves are responsible for their fees, daily allowance, transport, accommodation other possible costs of musicians and special promotion of the project.

By fostering transnational collaboration, reducing logistical barriers, and implementing innovative audience strategies, the European Network of Music Projects (ENMP) creates a sustainable, scalable model for artist-centered concert organization. The project revitalizes endangered music genres, connects diverse cultural communities, and promotes the mobility of music creators, ensuring long-term growth and vibrancy for the European music ecosystem.
The ENMP addresses three critical challenges in the European music ecosystem:
1. The lack of a clear and simple pan-European support system for artist- centered concert organization, particularly for cross-border mobility.
2. The fragmented and uncoordinated cooperation among concert organizers limiting opportunities for collaboration and innovation.
3. The decline in audiences for endangered music genres such as contemporary and classical music, particularly among younger and underserved demographics.
The ENMP’s specific objectives are to:
1. Facilitate cross-border concert organization: Develop a low-bureaucracy, pan- European support system that enables music creators to organize concerts outside their home countries, reducing logistical challenges and enhancing artist mobility.
2. Enhance collaboration between concert organizers: Build a coordinated, horizontal network of concert organizers and producers to streamline planning, encourage resource-sharing, and facilitate the adoption of best practices.
3. Revitalize endangered music genres: Promote contemporary and classical music through innovative, artist-centered projects that ensure their relevance in modern cultural contexts.
4. Attract and diversify audiences: Implement creative outreach strategies to engage younger listeners, underserved communities, and tech-savvy audiences through site-specific performances, digital tools, and inclusive programming.
5. Promote artist-centered concert organization: Empower composers, performers and creative producers to take the lead in developing projects, with ENMP providing essential financial, logistical, and collaborative support.
6. Stimulate cross-disciplinary creativity: Encourage collaboration between music creators and other artistic disciplines, such as visual arts, theater, and digital media, resulting in immersive, interdisciplinary
The ENMP achieves these objectives through the following activities:
1. Formation of a pan-European network:
- Recruiting concert organizers and creative partners from at least 12 European countries to build a collaborative and transparent network.
- Implementing dynamic digital tools (e.g., Wiki-based planning platforms and real-time chat systems) to facilitate coordination, communication, and knowledge sharing.
2. Micro-testing cross-border concert projects:

The project team will expand as new partners join.
- Describe the processes and methods the project team will implement to ensure an effective worflow
and high-quality implementation of the project. 3,500 character(s) maximum
The project is planned to be launched and maintained on the same principle as the Parnu Opera's concert series MUSICA SACRA, in which case
- standardly one concert with a total duration of approximately 2 hours consists of a musical performance (60 min) and a discussion between the performers and the audience (60 min). This structure may also be different for specific ENMP’s music projects.
- the artistic content of the concert is born as a creative dialogue between the concert organizer and the artistic director of the concert project. If the concert takes place in a church, the suitability of the concert program for the church is decided by a church representative.
- activities and costs are divided into large financially and organizationally separate work packages:
FORMAT
The concert organizer is responsible for the format of the concert, whose responsibilities include
- artistic management of the concert series or festival, including responsibility for the artistic quality of the series or festival
- ensuring basic financing
- ensuring basic advertising
- representing the concert series or festival in communication with the media
- audience training
- the costs of organizing a concert usually include hall rental, posters information and advertising, organizing ticket sales, administration and production, moderation and editing, maintenance of stationary musical instruments, declaring and paying royalties, audio-video documentation
CONTENT
A concert project is organized by a producer, who applies for both domestic and foreign funds from foundations, local governments, the state, the European Union and other funders. The producer's responsibilities include:
- preparation (program, performers, information material
- applying for funding
- taking projects outside the project's home country
TRANSPORT
While the share of transport costs in the project in Estonian internal organization is relatively marginal compared to other costs, generally fitting into the work package CONTENT, in the case of a pan-European exchange of concert projects, a separate work package TRANSPORT should be defined. This package includes all costs related to moving a music project from its home country to other countries, including travel for people, transportation of musical instruments and other equipment, and accommodation related to the trips. Additional funding from the European Union for this package gives concert organizers and producers the opportunity to scale the model developed by the Pärnu Opera's MUSICA SACRA concert series to a pan-European level.

The Jury Members provided the following written feedback:
- Why not collaborate with European Music Council, Conservatoires, or the European Concert Hall Organisation?
- The artist-centric focus is commendable.
- More detail is needed on how the 12 supported projects are chosen.
- The diversity approach needs further explanation.
- The workflow section is unclear.
- Target media should be specified.
- Consider scaling down the project to support fewer projects with more financial backing.
A very innovative and well-designed project for a well-spotted challenge. The budget is mastered and cost-effective but doesn't explain how artists are paid.
